In a significant step toward expanding artificial intelligence (AI) adoption across India's public sector, the Ministry of Electronics and Information Technology (MeitY) has empanelled six technology firms to support AI-led projects across central ministries, state governments, public sector undertakings (PSUs), and autonomous government bodies. The move is aimed at creating a ready pool of AI expertise that government entities can access for project implementation and specialized manpower requirements.

The selected companies are Tata Consultancy Services (TCS), NEC Corporation India, Kyndryl Solutions, Innefu Labs, CoRover.ai, and Cactus Communications. These firms will serve as approved AI partners for a period of two years under a framework established by the National e-Governance Division (NeGD), MeitY's technology implementation arm.

AI Vendor Pool Created for Government Projects

The empanelment is designed to simplify and accelerate the procurement of AI services by government organizations. Instead of conducting lengthy vendor-selection exercises for every AI initiative, ministries and agencies can directly engage from the pre-approved panel for project execution, technical consulting, and manpower deployment.

Officials view the initiative as a mechanism to build a readily available pipeline of AI and machine-learning talent that can be deployed on demand across government projects. The framework is also expected to standardize pricing and service delivery models for AI-related engagements within the public sector.

According to the empanelment notification, the selected firms will provide specialized AI services, technical expertise, and skilled personnel to support AI-driven projects across government departments and agencies.

Competitive Selection Process Attracted Over 80 Bidders

The empanelment follows an extensive selection process conducted by NeGD. More than 80 companies submitted bids in response to the Request for Empanelment (RFE), which sought partners capable of supporting government AI initiatives across multiple service categories.

NeGD had invited proposals spanning seven service categories for AI deployment under a two-year engagement model. Following evaluation, only six firms were shortlisted and empanelled.

Several prominent technology and consulting firms reportedly participated in the process but did not make the final cut. These included companies such as KPMG, Deloitte, PwC, EY, Fractal Analytics, Gnani AI, and Jio Haptik.

Role of NeGD in the AI Rollout

The initiative is being coordinated through the National e-Governance Division, the technology arm of MeitY that powers several flagship digital public infrastructure platforms, including UMANG and DigiLocker. NeGD has been tasked with enabling the adoption of emerging technologies across government systems and digital governance platforms.

By creating a vetted panel of AI vendors, the government aims to reduce procurement friction while ensuring access to qualified AI specialists for large-scale digital transformation initiatives. The empanelment also aligns with India's broader efforts to institutionalize AI capabilities within government operations and public-service delivery.

Selected Firms Bring Diverse AI Capabilities

The six empanelled companies represent a mix of established IT services providers, AI product companies, and specialized technology firms.

TCS, India's largest IT services company, brings extensive experience in enterprise technology implementation and digital transformation projects. NEC India and Kyndryl contribute expertise in infrastructure, systems integration, and enterprise technology services.

Meanwhile, Innefu Labs is known for AI-powered intelligence and analytics solutions, while CoRover.ai has gained prominence as the developer behind BharatGPT and conversational AI technologies. Cactus Communications adds expertise in AI-enabled language and content technologies.

The combination of these firms is expected to provide government agencies with access to a wide range of AI capabilities, including machine learning, generative AI, data science, automation, analytics, and AI-powered citizen-service applications.

Part of India's Expanding Government AI Strategy

The empanelment comes amid a broader push by the Indian government to expand AI adoption across governance, public services, and digital infrastructure. Policymakers have increasingly emphasized the role of AI in improving efficiency, automating workflows, strengthening decision-making, and enhancing citizen services.

The newly created vendor ecosystem is expected to support AI initiatives across a range of government departments, enabling ministries and agencies to access specialized expertise without having to build large in-house AI teams from scratch.

Industry observers view the move as one of the government's most concrete efforts so far to operationalize AI deployment at scale within the public sector. By establishing an approved panel of technology partners, MeitY is creating a structured framework through which AI projects can be conceived, staffed, and executed more efficiently.

The two-year empanelment creates a centralized AI partner ecosystem that ministries, states, PSUs, and autonomous bodies can leverage for future AI initiatives.
