While crucial bills were passed — including the Manipur Appropriation Bill, 2025 and the Coastal Shipping Bill, 2025 — the proceedings were overshadowed by loud opposition protests over the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar and multiple other politically charged issues.
From heated debates on foreign trade tariffs to sharp exchanges on electoral reforms, the day’s developments reflected deepening political rifts ahead of key elections later this year.
Lok Sabha: Manipur Appropriation Bill Passed Amid Uproar, House Adjourned
The Lok Sabha on Thursday managed to pass the Manipur Appropriation Bill, 2025 — but not without drama. The bill, which authorises the appropriation of funds from the Consolidated Fund of the State of Manipur for services during the 2025–26 financial year, was passed without any discussion via a voice vote.
Opposition MPs staged a raucous protest over the revision of Bihar’s electoral rolls, forcing Speaker Om Birla to adjourn the House immediately after the bill’s passage.
Finance Minister Nirmala Sitharaman did not mince words in slamming the Opposition’s conduct. She accused them of “talking about Manipur” while simultaneously blocking funds for the state, which remains under President’s Rule.
The Lok Sabha was finally adjourned till 3 PM, bringing an abrupt end to the day’s agenda in the lower house.
Rajya Sabha: Session Cut Short Amid Persistent Opposition Protests
The Rajya Sabha witnessed an equally turbulent day. Opposition MPs demanded an urgent discussion on the Special Intensive Revision of electoral rolls in Bihar, disrupting proceedings right from the opening at 11 AM.
An early adjournment to 12 PM failed to calm tensions, with members resuming slogan-shouting and protests when the session reconvened. The stalemate prompted the Deputy Chairman Harivansh Narayan Singh to adjourn the upper house for the day, setting the next sitting for 11 August 2025 at 11 AM.
Protests Over Language and Migrant Workers’ Rights
Outside and inside Parliament, the Trinamool Congress (TMC) staged a passionate protest over what they called the “insult” and “harassment” of Bengali-speaking citizens in BJP-ruled states.
TMC MP Sagarika Ghose criticised the labelling of the Bengali language “Bangla” as “Bangladeshi” by a Delhi Police officer. She alleged systemic targeting of Bengali migrant labourers, who were “detained and taken to detention camps,” calling it an insult “not only to Bengal but to the idea of India.”
The TMC also accused certain state governments of discriminating against Bengali-speaking people and held protests in Parliament premises to highlight the issue.

US Tariffs on India: Cross-Party Reactions
The announcement by US President Donald Trump of an additional 25% tariff on Indian goods over Russian oil imports triggered a wave of political reactions across party lines.

Priyanka Chaturvedi (Shiv Sena UBT) condemned the move as “hypocrisy,” noting that the US, EU, China, and Turkey also trade with Russia. She warned that such tariffs would hurt Indian exporters and insisted India “will not be bullied” into a trade deal.
