The monsoon session of Parliament began on Thursday, July 20. The session started off tumultuously as Treasury benches and the Opposition squared off on a number of topics, including the ethnic unrest in Manipur, unemployment, and the state of the India-China border. The main opposition Congress insisted on requesting a statement from Prime Minister Narendra Modi on the subject in Parliament, despite the government's agreement to hold a discussion on the violence in Manipur. The Delhi services ordinance is another significant matter that is anticipated to lead to a confrontation between the BJP administration and the opposition.
Following a commotion caused by opposition MPs who asked that all other businesses be suspended so that they could debate the violence in Manipur, the Rajya Sabha was postponed till 2:00 pm within ten minutes of its return at 12:00 pm. Mallikarjun Kharge, a Congress leader and MP from Karnataka, pleaded with the chairperson Jagdeep Dhankar to "suspend all other business" in order to talk about Manipur. Derek O'Brien, a TMC member, declared, "The Prime Minister Has to Open His Mouth in this House." PM Modi spoke to the media prior to the session and referred to the nude women being displayed in Manipur as "shameful for any civilised society."
After a break, the Rajya Sabha's proceedings resumed at midday and demands for a debate on the Manipur issue caused a commotion. While the Chairman insisted on a brief discussion on the problem, the opposition urged that business be suspended so that Prime Minister Narendra Modi may attend and listen to the discussion. A decision was made to debate Manipur in an all-party meeting on Wednesday, despite the opposition's insistence that the topic only be brought up in PM Modi's presence. Along with other issues, the opposition intends to criticise the government over the Delhi legislation and the dispute between Brij Bhushan Sharan Singh of the BJP and the wrestlers. The recent violence that occurred during the West Bengal panchayat elections and the Opposition's'silence' on it would be the focus of the Centre's criticism.
- One of the 31 laws the Centre plans to push through this session is the Government of National Capital Territory of Delhi (Amendment) Bill, which will replace the Delhi services ordinance. Another is the Digital Personal Data Protection Bill.
