Over 2000 govt officials have been transferred to 'safer districts', leaving admin vaccum

Over 2,000 government workers, including police officers, have been relocated to regions in Manipur, an Indian state that has experienced a lot of violence. This action was taken in reaction to the May outbreak of racial conflict between the Kuki and Meitei communities. The way the state's government and judicial system function has changed as a result of the violence. The Kuki-Zo tribe predominates in Manipur's hills, while the Meitei make up the majority in the districts in the valley. In districts where one community is dominant, officials from both communities are unable to carry out their duties.

Ten Manipur legislators—some of whom are affiliated with the ruling Bharatiya Janata Party (BJP)—have written to Prime Minister Narendra Modi to request separate or equivalent Chief Secretary and Director General of Police (DGP) positions for the five hill districts in an effort to address this problem. They contend that this is required for the Kuki-Zo tribal government to operate effectively. The parliamentarians had previously demanded a separate administration for the hills.

The legislators emphasise that the Imphal valley, which has turned into a "valley of death" for them, has rendered even IAS and MCS officers, as well as IPS and MPS officers from the Kuki-Zo tribes, unable to function and carry out their duties. They contend that in order to address the issues faced by government personnel from the Kuki-Zo tribal group, a parallel system in the hills is required.

The Manipuri administration has already taken action to guarantee the security of public servants. Employees, including IAS officers, drivers, peons, security guards, and school teachers, had reportedly been relocated to areas with no security threats, according to a status report provided to the Supreme Court in August. The investigation also disclosed that 761 state police officers had left their posts or were not in attendance. While some employees are back at work, others are still missing.

Along with the government's efforts, leaders of the Kuki rebel organisations have met with Intelligence Bureau officials in Delhi. These groups and the government have a suspension of operations agreement. These organisations want the Kuki-Zo regions to have their own administration.With continued efforts to resolve the ethnic violence and guarantee the safety and efficient operation of state employees, the situation in Manipur remains tense.
