Chhattisgarh Elections 2023 - ensuring safety amidst electoral process

The first phase of the Chhattisgarh Election 2023 has begun today, which is a significant step in the democratic process of the state. BJP and Congress are the main competitors in this phase, both competing for 20 seats, some of which are located in the Naxal-affected Bastar division. Presently, the state is governed by the Congress-led government led by Bhupesh Baghel, who won the majority of these seats in the previous election.

During this initial stage, a total of 223 candidates, with 25 of them being women, are participating in the election. Approximately 40.78 lakh voters will have the opportunity to vote at 5304 polling booths. Out of the 20 seats, 12 are specifically reserved for Scheduled Tribes, while one seat is designated for the Scheduled Caste category. The Rajnandgaon constituency has the highest number of contestants, with 29 individuals competing for the seat. On the other hand, the Chitrakot and Dantewada seats have a smaller number of candidates, with only seven contenders in each.

The Chhattisgarh Chief Electoral Officer's office has made arrangements for 25,429 polling personnel for this phase. In order to ensure seamless conduct of elections in the 12 Naxal-affected constituencies of Bastar division, a significant security presence of 60,000 personnel, including 40,000 from Central Armed Police Forces, has been put in place.

As the polls continue, there are important issues that require attention.

  • The Bhupesh Baghel-led Congress government has faced allegations of corruption, particularly regarding coal mining, excise policy, and cow dung procurement, which are currently under investigation.
  • The Congress has highlighted the importance of farmers and made promises to support them, including a loan waiver and a commitment to purchase paddy at ₹3,200 per quintal.
  • The Congress is currently confronted with a challenge in tribal areas, particularly in Surguja and Bastar regions, where it currently holds all the seats.
  • Naxalism: The concern of Naxal violence continues to be an important issue in the state. 

Important information regarding the election data.

  • According to data from the Election Commission, in the first phase, it has been observed that women constitute a greater number than men out of the total eligible voters of 40,78,689.
  • In 16 out of the 20 Assembly seats, female voters outnumber their male counterparts. The total number of voters in these 20 constituencies is 40,78,681, with 19,93,937 being male, 20,84,675 female, and 69 identifying as the third gender.
  • Significantly, a total of 5,304 polling booths have been arranged for this phase, encompassing stations overseen by female staff members, as well as those specifically designed to accommodate individuals with disabilities and young people.          

Ensuring Safety Amidst Electoral Process: As Chhattisgarh began the critical first phase of the 2023 elections, security concerns became a top priority.

  • Regrettably, a distressing incident occurred in Kanker district, a day before the polling commenced. Two polling personnel and a Border Security Force (BSF) jawan were unfortunately injured in an IED blast carried out by Naxalites. The incident occurred around 4 p.m. when four polling parties, accompanied by security personnel, were on their way to their assigned polling stations. A combined team of BSF and district police had departed from Marbeda camp, with the responsibility of escorting the polling teams to Rengaghati Rengagondi polling station. Unfortunately, near Rengagondi, a pressure IED detonated, causing injuries to two polling personnel and BSF constable Chandraparakash Seval. As a result of the incident, security measures were strengthened in the affected areas.
  • Furthermore, another incident took place in close proximity to Orchha police station, where the Special Task Force (STF) encountered Naxals. Thankfully, the STF personnel emerged unscathed as the Naxals chose to flee. Presently, the area is being subjected to thorough search operations. 

In light of these incidents, it is crucial to recognize the praiseworthy endeavours of security forces in guaranteeing the well-being and safety of both polling personnel and voters. Their unwavering devotion to preserving the democratic process in the midst of challenges serves as a testament to their steadfast commitment to safeguarding the nation's democratic values. 

The next phase of polling is scheduled for November 17, 2023.
