To counter the Modi government's decade of failures, the Congress party led by president Mallikarjun Kharge has released a "black paper.” The 54-page document, titled '10 Saal Anyay Kaal' (10 Years of Injustice), was unveiled by Kharge during a press conference at his residence. Congress has alleged that the last 10 years have been a period of "injustice" and of "discrimination.”
Kharge said, “We are releasing a Black Paper against the government because the government always glorifies itself in Parliament and hides its failures.” The paper addresses a range of issues, including unemployment, economic downturns, farmer distress, and alleged discrimination against non-BJP ruled states, Karnataka, Tamil Nadu, Telangana, Kerala and Andhra Pradesh. He said, the centre doesn't release funds and then says we have released the funds but it was not spent. They purposely stall work. This is a big conspiracy of the BJP.
Kharge, in a 90 minute lengthy response to the Motion of Thanks on President's Address in the Rajya Sabha, mentioned that the Prime Minister neglected to acknowledge the employment opportunities created by public sector enterprises such as HAL and BHEL, which were established during Prime Minister Jawaharlal Nehru's tenure.
The 'black paper' focuses on ten key areas, according to Congress sources, including rampant unemployment, economic blunders, distressed farmers, abandoned workers, 'Modani Raj', betrayal of SCs, STs and OBCs, injustice against women, social disharmony, institutions' subversion and compromised national security.
In his address, Kharge also accused the BJP of endangering democracy by allegedly toppling congress governments bg taking 411 MLAs and indulging in what he described as "extorting money.”He said “They are finishing Democracy.”
The black paper said, “the Modi government's 10 years in power have devastated the country's economy, aggravated unemployment, destroyed the country's agricultural sector, abetted crimes against women and committed grave injustices against minorities in the country," Also alleging, the government of being silent on price rise.
Referring to the 2016 demonetization as a "blunder," congress contended that the economic repercussions of the "disastrous demonetization" from seven years ago still persists.
He stated, "The Congress secured the nation's independence, and in 2024, it will lead the country out of the BJP's 'darkness of injustice'."
The 'black paper' also accused India of becoming an "electoral autocracy," citing the V-Dem institute. Additionally, it criticized the government's handling of the Manipur issue and the border situation with China.
The BJP responding to the Congress's 'black paper' against the Modi government, alleged that the opposition party introduced it to hide its "black deeds" and is distressed because it seeks to halt action on corruption cases.
The release of the black paper comes ahead of the government's planned presentation of a 'white paper' on the economy, of which was announced to be released during the presentation of the union budget on February 1 by the government, comparing the economic performance of the Congress-led UPA government's 10-year tenure with that of the BJP-led NDA government's
A white paper, typically distinguished by its white cover, is a government publication, which showcase new policies and achievements to garner public support and assess reactions.
During the presentation of the Interim Budget 2024-25 in Parliament, Nirmala Sitharaman stressed that India's economy faced a "crisis" in 2014 when the Modi government took office, blaming it on the "mismanagement" of the prior administration.
She revealed the government's plan to introduce a White Paper in the House to scrutinize the period from the Congress-led government's tenure until 2014 and the current situation, solely to glean lessons from the mismanagement during those years.
The White Paper is anticipated to offer an overview, evaluation, and analysis of the Indian government's comprehensive economic strategy over the years, covering aspects such as fiscal policy, monetary policy, trade policy, and exchange rate policy.
The budget session, which began on January 31 with President Droupadi Murmu addressing the joint sitting of the two Houses, is the final one before the Lok Sabha polls expected in April-May this year, and is scheduled to adjourn on February 10.
