India proposes to host Next UN Climate Conference: PM Modi at COP28 Dubai

With India hosting the G20 summit earlier this year, where leaders from around the world came to India, boosting India’s powerful image at a world stage, on Friday, at the COP28 summit in the UAE, India’s Prime Minister Narendra Modi expressed India's commitment to the UN Framework for Climate Change and formally proposed hosting COP33 in 2028. Earlier in 2002, India hosted the COP8 climate change conference.

"I propose hosting the COP33 Summit in India in 2028," Modi said, reiterating India's dedication to addressing climate change. PM Modi, standing alone among leaders, participated in the opening plenary alongside COP28 President Sultan Al Jaber and UN Climate Change President Simon Steill. Later Many Global leaders like Rishi Sunak, Emmanuel Macaron and Giorgia Meloni attended the Summit.

Modi’s speech

At the COP28 high-level segment, PM Narendra Modi urged nations to prioritise climate obligations over self-interest, emphasising the importance of providing developing countries access to the global carbon budget. He called for collective responsibility to fulfil climate obligations, urging countries to look over narrow interests and meet promises and targets. He also urged on affluent nations to facilitate the transfer of technology, aiding developing nations in combating climate change. He highlighted the necessity for an energy transition that is fair, inclusive, equitable, and innovative. 

In his speech at the UN climate conference in Dubai, Modi pointed out how India is a great example of balancing development and environmental conservation. He emphasised India's commitment to a sustainable approach through a development model that harmonises ecology and the economy. 

Praising India's achievements, Mr. Modi pointed out that the country reached emission intensity targets 11 years ahead of schedule and is on track to meet its Nationally Determined Contribution targets. 

"India aims to reduce emission intensity by 45% by June 2030 and increase the share of non-fossil fuels to 50%.", he announced with a commitment to achieving the net-zero goal by 2070.

Modi Highlighted India's valuable efforts in contributing to global climate issues and global community, including the International Solar Alliance, Coalition of Disaster-Resilient Infrastructure, and Lifestyle for Environment Campaign, along with decisions made during the G20 summit under its presidency—such as tripling renewable energy and establishing the Global Biofuels. 

 

Green Credits Initiatives 

Addressing the audience, Modi advocated for the global adoption of India's recently introduced Green Credits Initiative. Launched by the Environment Ministry, this program incentivizes environmental actions by providing green credits for projects contributing positively to the environment. In its initial phase, activities related to water conservation and afforestation will be recognized.

He described the Green Credit System as an alternative market-based mechanism, he highlighted its emphasis on public participation in environmentally beneficial projects characterizing it as a proactive and positive initiative for the planet. 

 

In a special gesture from the UAE, PM Narendra Modi was granted the honor of addressing the Ceremonial Opening of the summit, where he focused on climate change issues. 

During the summit, PM Modi engaged in three other high-level events, including bilateral meetings with leaders like Israeli President Isaac Herzog, UN Secretary-General Antonio Guterres, and the recently elected Maldivian President Mohamed Muizzu.

COP 28

The 28th Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), known as COP28, is ongoing in Dubai, commenced on November 30 and is set to end on December 12.

The COP28 conference convenes heads of state, government ministers, scientists, climate activists, and global stakeholders to deliberate and enact measures addressing climate change.

The conference focuses on crucial themes like speeding up the energy transition and achieving substantial emissions cuts by 2030. It also addresses the overhaul of climate finance, prioritising nature, people, lives, and livelihoods in climate action, and aims for the most inclusive COP in history.
