In a significant move to bolster defense cooperation, India and the United States have signed two key agreements: the Security of Supplies Arrangement (SOSA) and the Memorandum of Agreement for the Assignment of Liaison Officers. The Defence Ministry announced these developments in New Delhi on Friday, following the agreements made late on Thursday.
The signing of these agreements coincides with Defense Minister Rajnath Singh's arrival in Washington for a four-day visit, during which he will meet with US Secretary of Defense Lloyd Austin and Jake Sullivan, the US Assistant to the President for National Security Affairs.
Rajnath Singh is also scheduled to preside over a high-level roundtable discussion on current and future defense collaborations with the US defense sector.
Security of Supplies Arrangement (SOSA)
The Security of Supplies Arrangement (SOSA) is a critical tool employed by the US Department of Defense (DoD) to enhance interoperability with its defense trade partners as the global supply chain continues to expand.
The arrangement involves creating working groups, establishing communication channels, and simplifying DoD procedures. These measures are intended to proactively address potential supply chain challenges during emergencies, armed conflicts, and peacetime.
SOSAs also play a vital role in developing investment strategies that ensure redundancy and security within the defense supply chain.
Memorandum of Agreement for the Assignment of Liaison Officers
The Memorandum of Agreement for the Assignment of Liaison Officers further solidifies the defense ties between India and the US. This agreement facilitates the assignment of liaison officers, fostering closer coordination and communication between the two nations' defense establishments.
It is a significant step toward enhancing mutual understanding and collaboration in defense operations and strategies.
US Defence Priorities and Allocations System (DPAS) Support for India
Under the US Defence Priorities and Allocations System (DPAS), which is authorized by the Department of Commerce (DOC) and the Department of Defense (DoD), the US will offer India assurances regarding program determinations and ratings.
This system is designed to prioritize and allocate resources to support defense programs. India, in turn, will develop a government-industry code of conduct with its industrial base, wherein Indian companies will voluntarily commit to using all reasonable means to give the US priority assistance.
This collaboration aims to strengthen the defense supply chain and ensure its resilience in times of need.
