Caste Survey Begins in Telangana Today: What Did the State HC Order?

From today, Telangana will conduct a state-wide caste survey. That will gather socio-economic data across communities. The government is aming to gather important information about the state's caste dynamics. The govoernment is stating to fulfill the needs in educational, economic and social sectors with the caste census data. This is set to begin from November 6 until November 30. Congress leader Rahul Gandhi recently discussed the approach of the survey with the leaders of the Telangana Pradesh Congress Committee and social advocates in Hyderabad.

A caste census will provide data on various communities, helping government to formulate targeted policies to uplift marginalized groups. By understanding the socio-economic, educational, employment and political status of communities such as Backward Classes (BC), Scheduled Castes (SC) and Scheduled Tribes (ST), the state can implement measures that address specific needs and reduce disparities.

Recently in a directive to the state, the High Court of Telangana ordered that the state must keep "No Caste" and "No Religion" columns in the survey as well so that rights and interests of those people also get preserved, who don't want to be labeled on traditional classifications. The petitioners argued that if options weren't included, then it could violate  constitutional rights and equality, freedom of expression as well as freedom of conscience. The Telangana has prepared for survey and  government has appointed  over 48,000 teachers and 85,000 enumerators. while schools will be open only for half a day because   teachers will be engaged in survey work . Enumerators will visit all households in the state and door to door survey will be conducted.

The caste census was one of the key electoral promises by the Congress party. Chief Minister Revanth Reddy had earlier said that the data collected would help achieve justice for BCs and allow the government to craft more accurate and beneficial policies. The new Backwards Castes Commission will further ensure that quotas and resources are fairly distributed in local elections.
