Justices Hrishikesh Roy and SVN Bhatti have issued notices to the governments of Uttar Pradesh, Uttarakhand, and Madhya Pradesh regarding this order.

The decision follows a plea by the NGO Association of Protection of Civil Rights, which challenged the Uttar Pradesh government's directive.

Senior advocate Abhishek Manu Singhvi argued that the order lacked legal authority and was a "camouflage."
