The suspect, 32-year-old Jason Dean Billingsley, would be considered armed and charged with first-degree murder, assault and other offences, according to Baltimore Police.

According to CNN, LaPere-co-founder of the small startup EcoMap Technologies was reported missing on  Monday morning. Hours later, police were called to a downtown apartment building, where LaPere was discovered with signs of blunt-force trauma to her head.

The 21-year-old tech executive, who was named to this year's Forbes "30 under 30" list for her work on social issues, is remembered as a forward-thinking leader who cared deeply about the well-being of others.

According to Police officials, the building had security measures in place that would have made it impossible for someone to let the suspect into the building.

Investigators believe that the suspect Billingsley may still be in the Baltimore vicinity and urged anyone with information on his whereabouts or whereabouts to contact 911 as soon as possible.
