The Telecom Regulatory Authority of India (TRAI) on August 5, 2026, released a consultation paper proposing amendments to “The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024.” The regulator has invited comments and counter-comments from stakeholders on the proposed changes.

TRAI had undertaken a comprehensive review of its earlier Quality of Service (QoS) framework in August 2024. Following the review, it notified the consolidated “The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024” on August 2, 2024. The new regulations were brought into effect from October 1, 2024.

The 2024 regulations established an updated framework for assessing and monitoring the quality of access and broadband services. The framework introduced technology-neutral performance standards, enhanced reporting requirements, and measures aimed at improving transparency for consumers.

However, TRAI said that experience gained while implementing the regulations, feedback received from stakeholders, developments in technology, and growing consumer expectations for dependable and high-quality digital connectivity have highlighted certain areas that require further attention.

In view of these factors, TRAI has proposed changes to specific provisions of the existing 2024 Quality of Service regulations. The proposed amendments are intended to address issues identified during the implementation of the current framework and further improve the effectiveness of the QoS regime.

The consultation paper includes the draft notification titled “The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service (First Amendment) Regulations, 2026.” The document has been made available on TRAI’s official website, www.trai.gov.in, for stakeholders to examine and submit their views.

Stakeholders have been invited to submit written comments on the amendments proposed in the draft notification, as well as on any other relevant provisions of the regulations. Comments should preferably be submitted by email to adv-qos1@trai.gov.in by August 26, 2026.

Following the submission of initial comments, stakeholders may also provide counter-comments. The deadline for submitting counter-comments is September 7, 2026. TRAI has requested stakeholders to adhere to the specified timelines while submitting their responses.

The proposed amendment process comes as TRAI seeks to further strengthen the quality-of-service framework governing access and broadband services in line with implementation experience, stakeholder feedback, technological changes and the rising demand among consumers for reliable, high-quality digital connectivity.
