In a landmark development on May 31, 2025, Goa was officially declared 100% literate by the Union Government of India. The announcement was made on the state’s 39th Statehood Day, under the Ullas – New India Literacy Programme, a nationwide initiative launched in April 2022. With a literacy rate of 99.7%, Goa has exceeded the programme’s benchmark of 95% required for full literacy recognition, becoming the fourth state in India to receive this designation.

Goa's Literacy Journey: From 93.6% to 99.7%

According to the Periodic Labour Force Survey (PLFS) 2023–24, Goa initially had a literacy rate of 93.6%, one of the highest in the country.
However, the state’s internal survey revealed significant progress:

In total, 76 panchayats and 13 municipalities were surveyed, including a municipal corporation. Out of 6,299 illiterate individuals identified during the process:

4,164 individuals declined due to reasons such as old age, medical issues, or other personal circumstances
Despite these challenges, Goa successfully raised its literacy rate to 99.7%, surpassing the national threshold.
