CCTV cameras outside women's restrooms and changing rooms during festivals are to be installed by Delhi University's institutions. The warning was issued in response to an incident where some women at IIT Delhi were surreptitiously filmed as they were changing.
In addition, the university has requested that all college and department gates and hostel entrances have CCTV cameras installed in order to prevent any accidents.

"After recommendations by the Delhi Police, we have made relevant additions to fest guidelines in view of the recent incident at IIT-Delhi. We have asked colleges to make CCTV arrangements in front of ladies' washrooms and dressing rooms during festivals for the safety of students,"

Approximately ten Bharti College students at Delhi University filed a complaint in October 2023, alleging that they had been surreptitiously filmed while changing in an IIT-Delhi restroom during a fashion presentation for the school's festival. A 20-year-old contractual sweeper was arrested by police and put in judicial prison. The Kishangarh police station has a case under Section 354C (voyeurism) of the Indian Penal Code.

Other security measures:
The updated standards mandate colleges to evaluate boundary walls before major events and install low concertina wires to prevent climbing. A centralized system for public announcements at the institute's gates is recommended. An advanced security liaison meeting with stakeholders is required before events involving outside students. The advice limits the number of students allowed to attend festivals, uses door frame metallic detectors, and specifies lighting arrangements for dark areas. Entry to events should be regulated using Google Forms, which must be sent to the police and other departments.
