The Bihar government has introduced a new policy for the transfer and posting of government school teachers, aimed at enhancing the quality of education in the state. The revised guidelines prioritize teachers with serious health conditions or disabilities.
Priority for Teachers with Special Needs
Under the new policy, special consideration will be given to teachers suffering from severe illnesses, those who are disabled, widowed, divorced, or living alone. Additionally, teachers who are married to fellow educators will receive preference in transfers. This approach is expected to provide much-needed relief to teachers facing personal challenges.
Balancing Gender Ratios in Schools
To maintain a balanced teaching workforce, the policy ensures that no school will have more than 70% female teachers. Furthermore, teachers will be required to transfer after completing five years in a particular posting, ensuring a dynamic and adaptable teaching environment.
Flexibility in Posting Preferences
Teachers will be given the opportunity to select up to ten preferred posting locations. The transfers will be made to the nearest subdivision or district, offering educators more flexibility in choosing their work locations.
Benefiting Over 1.80 Lakh Teachers
The new policy will benefit more than 1.80 lakh teachers who have passed competency exams across the state. These tests are conducted for educators employed by local bodies in Bihar who are seeking recruitment as government school teachers. However, the policy will not apply to teachers appointed by local municipal bodies who have not cleared the competency tests.
Online Applications for Transfers
Education Minister Sunil Kumar emphasized that all transfer applications will be submitted online. He noted, “The new transfer policy will bring uniformity to the transfers and postings of government school teachers. It will not only provide relief to teachers but also improve the quality of education across the state."
The new policy will apply exclusively to teachers appointed through the Bihar Public Service Commission (BPSC), government educators, and those who have successfully passed the mandatory tests. Teachers who have not cleared these exams will not be eligible for transfers under the new guidelines.
