Samastipur, Bihar: A fresh case of alleged sexual harassment involving a minor girl has emerged from Bihar's Samastipur district, days after a similar incident in Jamui triggered widespread outrage and intense scrutiny of law and order in the state.

The latest incident came to light after a video showing a group of men allegedly harassing a girl on a road in broad daylight began circulating widely on social media. Police said the girl appears to be a minor and that the incident took place near the Jagat Singh Bandh bypass road in the Jagatsinghpur area under Karpurigram police station.

Four men have been arrested in connection with the case, while an investigation is underway to establish the complete sequence of events and identify anyone else who may have been involved. Police have also registered a First Information Report under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), the Protection of Children from Sexual Offences (POCSO) Act and the Information Technology Act.

Samastipur Viral Video Brings New Case to Light

According to police, the video came to their attention during social media monitoring on the evening of September 23. It reportedly showed three to four people behaving indecently with a girl.

Authorities said they immediately carried out a technical verification of the footage and were able to identify the location as a road near an embankment in Jagatsinghpur village. Police said the incident itself appears to have occurred about a week before the video came to their attention, although other reports have placed the recording around September 15.

The girl was reportedly travelling with a male companion when they stopped in the area to take photographs. A group of local men allegedly approached them and began confronting the pair.

The footage circulating online appears to show the girl being surrounded and physically restrained as she attempts to get away. The men are also allegedly heard making abusive and indecent remarks. Reports based on the video indicate that one or more men attempted to pull her back when she tried to leave.

Police have stressed that the case is being treated as sensitive because the girl appears to be a minor and her identity had not initially been established.

Four Arrested Within Hours of Police Alert

Samastipur Superintendent of Police Arvind Pratap Singh said police registered the case on their own initiative after taking cognisance of the video.

Since the girl's identity was not immediately known, the FIR was initially registered on the basis of a police officer's statement. The police said all four identified suspects were arrested within hours of receiving information about the footage.

The arrested men have been identified in police accounts as Vikas Kumar, Rahul Kumar, Rambabu Sahni and Awadhesh Paswan. Authorities are continuing to investigate the circumstances surrounding the incident and the possible involvement of others.

The police response has also included an appeal to the public not to circulate the video or any material that could reveal the girl's identity.

Officials have warned that sharing material that identifies a minor victim can itself attract legal action. The appeal comes as disturbing footage from such incidents increasingly spreads through social media before investigators have completed their inquiries.

Why the Case Has Drawn Particular Attention

The Samastipur incident has surfaced at a particularly sensitive moment for Bihar police and the state administration.

Just days earlier, another video from Jamui district showed a group of men surrounding two teenagers. The footage allegedly showed the girl being sexually assaulted while her male companion was beaten and harassed.

According to police, that incident took place on the evening of September 19, when the two Class 10 students were returning from the Mawara Hill area on a two-wheeler. The group allegedly stopped them under the pretext of what was described as "moral policing" before the situation escalated into physical and sexual abuse.

The Jamui case quickly became a major national talking point after the video circulated online. Police took suo motu cognisance because the teenagers had not initially approached the authorities with a complaint. Investigators later traced them using the vehicle registration number visible in the footage.

Multiple arrests followed. Police also detained three minors in connection with the case, while two adult accused were arrested. One of the accused was subsequently injured in an encounter, according to the police account reported at the time.

The emergence of another video involving a girl believed to be a minor has therefore intensified questions surrounding the safety of young people in public spaces and the role of social media in exposing such offences.

A Disturbing Pattern: Abuse Recorded on Camera

One of the striking features common to the Jamui and Samastipur cases is the presence of video footage.

In both cases, the alleged incidents were captured on mobile phones and later circulated online. While such footage can provide investigators with important leads, its circulation can also expose survivors to further humiliation and distress.

In the Samastipur case, police said social media monitoring played a crucial role in bringing the incident to their attention. The video allowed investigators to identify the location and begin efforts to establish the identities of those involved.

The development highlights the increasingly complicated relationship between digital platforms and criminal investigations. A recording made during an alleged offence may become valuable evidence, but unrestricted circulation can simultaneously cause additional harm to the person shown in the footage.

That is why authorities have urged people not to forward, repost or otherwise distribute material that could identify the girl.

Political Reactions Follow Fresh Incident

The Samastipur case has also become part of a wider political dispute over law and order in Bihar.

Opposition leaders have criticised the state government following the two incidents, arguing that the cases raise questions about public safety and policing. Rashtriya Janata Dal leaders have used the latest episode to renew criticism of the government's handling of law and order.

At the same time, representatives from the ruling alliance have condemned the Samastipur incident and pointed to the swift police response. Samastipur MP Shambhavi Choudhary said she had been in contact with the police and administration following the incident and that action had been initiated after the video came to light.

These competing political claims have added another layer to a case that remains under investigation.

For the police, the immediate priority is establishing exactly what happened, identifying everyone involved and ensuring that the survivor's identity remains protected.

Police Investigation Continues

Authorities are now examining the video, statements and other available evidence as part of the investigation.

The police have also stressed the importance of protecting the girl from further harm. Because she is believed to be a minor, her identity cannot be publicly disclosed under applicable legal safeguards.

The case has been registered under provisions of the BNS, POCSO Act and Information Technology Act, reflecting the seriousness with which authorities are treating the allegations. Further legal proceedings will depend on the evidence collected during the investigation.

For now, the Samastipur case remains a developing investigation. But its emergence so soon after the Jamui incident has already raised renewed concerns about harassment of minors in public spaces, the phenomenon of vigilante or self-appointed "moral policing", and the consequences of turning incidents of abuse into viral social-media content.

The police action in Samastipur came swiftly after the footage surfaced. The next test will be whether the investigation establishes the full circumstances of the incident and whether those found responsible face due process under the law.
