Bihar Caste Survey shows state has majority EBC & OBC populous, challenging 50% reservation bill

The Bihar government released its caste survey report on Monday, unveiling significant demographic insights about the state's population. According to the survey, conducted in two phases earlier this year, key findings include:

◇ Extremely Backward Classes (EBCs) constitute 36.01 percent of Bihar's population of 13.07 crore.

◇ OBC Yadavs are the largest single caste, accounting for 14.26 percent.

◇ The Hindu population in the state stands at 81.99 percent, while Muslims comprise 17.7 percent. There were 2,146 individuals who did not specify any religion.

◇ The survey noted a substantial increase in Bihar's population, reaching 13,07,25,310, compared to the 2011 national census figure of over 10.41 crore.

◇ Among social groups, OBCs represent 27.12 percent of the state's population, while EBCs make up 36.01 percent. Scheduled Castes account for 19.65 percent, and the general category stands at 15.52 percent.

◇ Brahmins lead the general category with 3.67 percent, closely followed by Rajputs at 3.45 percent. Kurmis make up 2.87 percent, Kushwahas 4.27 percent, and Dhanuks 2.16 percent.

◇ Yadavs have the largest share of the total population at 14.27 percent.

The Bihar government's release of the caste census report precedes the 2024 Lok Sabha elections. The survey was conducted in two phases, between January 7 and 21, and between April 15 and the first week of August.

The report provides a detailed breakdown of various castes in Bihar, including those in the reserved and unreserved categories. Notably, it highlights the reservation percentages for different categories in Bihar government jobs:

• EBC: 18%

• SC: 16%

• Backward class: 12%

• EWS: 10%

• Women from reserved categories (excluding EWS): 3%

• Scheduled Tribes: 1%

Challenges and Opportunities: Balancing the interests and aspirations of diverse communities within the OBC and EBC categories can be complex. Policymakers will need to address the unique needs of these communities while ensuring overall development and inclusivity in the state.

Bihar Chief Minister Nitish Kumar welcomed the caste-based census, noting that it not only revealed castes but also provided insights into the economic conditions of individuals. He expressed that the report would guide further actions for the development and upliftment of all sections of society based on these findings.
