Parliament Monsoon Session 2025 Begins with Chaos Over Pahalgam Attack

The Monsoon Session of Parliament 2025 commenced with high anticipation but quickly spiraled into disorder as the Opposition, led by the Congress party, launched a fierce campaign demanding an immediate discussion on the recent Pahalgam terror attack. The opening day of the session was marked by slogan-shouting, adjournments, and sharp political confrontations in both the Lok Sabha and the Rajya Sabha. With a packed legislative agenda and pressing national concerns, this session is expected to shape key policy directions—if it can stay on track amidst the ongoing political standoff.

Parliament Monsoon Session 2025 Begins with Chaos Over Pahalgam Attack

A Stormy Start: Parliament Disrupted Over Pahalgam Terror Attack

The proceedings in both Houses were thrown into chaos just moments after the session began. The Opposition, primarily the Congress, demanded an urgent debate on the brutal terror attack in Pahalgam, Jammu and Kashmir, and pressed for clarification on a controversial claim made by former U.S. President Donald Trump, who alleged that he mediated a ceasefire between India and Pakistan in its aftermath.

Key Highlights from the Opening Day:

  • Repeated Adjournments: The Lok Sabha and Rajya Sabha were adjourned multiple times—first till noon and then again till 2 PM—as Opposition members raised slogans and demanded a structured debate. Speaker Om Birla, unable to restore order during Question Hour, announced successive adjournments as MPs refused to relent.

  • Congress Pushes for Urgent Debates and Submits Suspension Notices: Ahead of the session, the Congress submitted multiple Suspension of Business notices, seeking a structured debate on the Pahalgam terror attack and the Special Intensive Revision (SIR) of electoral rolls in Bihar. The party also aimed to raise other key issues, such as:

  1. Operation Sindoor, a high-profile counter-terror military operation.

  2. The ongoing violence in Manipur.

  3. The controversial Air India AI-171 plane crash in Ahmedabad.

  4. The long-standing demand for restoration of full statehood to Jammu & Kashmir.

  5. Seeking Schedule VI status for Ladakh, to protect tribal rights and culture.

  • Trump’s Ceasefire Claim Sparks Row: Leader of Opposition in Rajya Sabha, Mallikarjun Kharge, described Trump’s claim of brokering peace as a diplomatic embarrassment and an "insult to India's sovereignty." BJP President JP Nadda accused the Congress of using these statements to divert attention from critical national matters.

PM Modi Addresses the Nation and Parliament Ahead of Session

In his media address ahead of the Monsoon Session, Prime Minister Narendra Modi tackled the Pahalgam incident head-on. He commended the Indian armed forces for their swift and decisive response during Operation Sindoor—a classified military operation launched in retaliation. PM Modi emphasized that the mission was executed with “100% success” within 22 minutes and had restored global confidence in India’s military strength.

Key Statements by PM Modi:

  • Operation Sindoor: PM Modi lauded the Indian Armed Forces, emphasizing their swift and successful 22-minute execution of Operation Sindoor deep inside enemy territory.

  • Global Recognition: He praised Indian MPs who effectively represented India’s stance globally post-Pahalgam, helping to expose Pakistan’s alleged involvement.

  • Indigenous Defence Manufacturing: Modi highlighted how the world is increasingly interested in India's Made-in-India military equipment showcased during Operation Sindoor.

  • Space Achievement: He hailed the successful placement of the Indian flag at the International Space Station (ISS), calling it an inspiring feat for Indian youth.

  • Economic Growth: Emphasizing India's economic trajectory, Modi noted that the country is now the world’s fifth-largest economy, soon to surpass into the top three.

  • Public Health: India has officially been declared trachoma-free by the World Health Organization (WHO)—a milestone in healthcare.

  • Digital Transformation: He cited the success of UPI and its global recognition in the FinTech world.

Tributes, Silence, and Parliamentary Formalities

As a mark of respect, MPs in the Lok Sabha observed a two-minute silence to honor those lost in the Pahalgam terror attack and the Air India AI-171 crash. Lok Sabha Speaker Om Birla also acknowledged the country’s achievements in space exploration and congratulated astronaut Shubhanshu Shukla on his space mission involving the Indian flag at the International Space Station.

Air India Crash: Aviation Minister Urges Respect for Probe Process

Union Aviation Minister Ram Mohan Naidu addressed both Houses about the tragic Air India AI-171 crash in Ahmedabad, which claimed 274 lives. He criticized the speculative narrative being spread by international media and called for faith in the Aircraft Accident Investigation Bureau (AAIB), which has already released a preliminary report.

According to the report, two crucial fuel control switches were mysteriously moved to the 'CUTOFF' position during takeoff—a development under detailed investigation. Naidu stressed that conclusions must await the final report to ensure justice based on facts.

Bills On the Agenda: A Heavy Legislative Load

  5. State of Manipur: A resolution seeking approval to extend President’s Rule in Manipur—first imposed in February 2025—will also be discussed under Article 356(1) of the Constitution.

All-Party Meeting: Calls for Cooperation and Unity

Ahead of the session, an all-party meeting was held with representatives from 51 political outfits. Parliamentary Affairs Minister Kiren Rijiju appealed for cooperation, while Rajya Sabha Chairman and Vice President Jagdeep Dhankhar called for mutual respect among parties to ensure meaningful deliberations.

Lok Sabha Speaker Om Birla, echoing the spirit of parliamentary dignity, posted on X (formerly Twitter) urging MPs to work together for the smooth functioning of the House. He emphasized that Parliament is a “sacred temple of democracy” and stressed the importance of engaging in constructive debates focused on national interest, social justice, and inclusive development.

High Stakes, High Expectations

The Monsoon Session 2025 is expected to be one of the most eventful in recent years. With critical legislative business on the table, emotional tributes to national tragedies, and global diplomacy under scrutiny, the session is a reflection of India’s complex and evolving political landscape.

While the Opposition is expected to remain combative—particularly around issues like Pahalgam, Manipur, and electoral roll revisions—the government appears determined to move forward with its legislative priorities, including tax reforms and infrastructure development.

Whether cooperation or confrontation dominates the rest of the session remains to be seen. What’s certain is that the eyes of the nation—and the world—are fixed on what unfolds next in the Indian Parliament.
