India has warned against superficial modifications to the UN Security Council (UNSC), cautioning that a mere "tinkering" of its structure would defer critical changes, such as expanding permanent membership and addressing the under-representation of Asia, Africa, and Latin America.
Ambassador Harish Voices Concerns
At the UN General Assembly's session on equitable UNSC representation, India's Permanent Representative to the UN, Ambassador P. Harish, expressed disappointment that despite decades of calls for reform, significant progress remains elusive since the last UNSC expansion in 1965, which only added more non-permanent seats.
Highlighting the lack of progress in Intergovernmental Negotiations (IGN), Harish criticized the dialogue's "statement-driven" nature, lacking clear timelines and actionable frameworks, which has hampered reform. India has advocated for concrete steps towards a comprehensive Security Council reform model to initiate text-based negotiations.
Emphasis on Fair Representation for Global South
India underscored the necessity of greater representation for the Global South in the UNSC to bolster its legitimacy and effectiveness. Drawing attention to recent G20 actions under India’s presidency, which added the African Union as a member, Harish stressed the importance of including underrepresented regions in global institutions.
Urging for Action on Reform Commitments
In alignment with the UN's recent Pact of the Future, which promotes UNSC reforms to make it more inclusive and representative, India urged member states to support meaningful reform, ensuring the Security Council meets the evolving needs of global peace and security.
