The Delhi Transport Infrastructure Development Corporation (DTIDC) will use a digital method to ensure that petrol pumps in the city adhere to the regulations for the Pollution Under Control Certificate (PUCC). By making sure that vehicles have a legal PUCC before they refuel, this project aims to cut down on pollution. Cameras will be installed at petrol pumps to check the PUCC validity of licence plates as part of the project, which is expected to cost Rs 6 crore.
The Digital Solution Implementation Process is underway
The DTIDC has invited bids from companies that can provide a digital system that integrates with the cameras already installed at petrol pumps. The chosen company will be in charge of making an app that scans licence plates when a car pulls up and compares the information with a database to make sure the PUCC is valid. If a car's PUCC has ended, the system will tell the person working at the petrol station to tell the owner to renew it. The bidder will also display this information to the vehicle's owner on a screen.
Monitoring and enforcement
The system will conduct a follow-up check on PUCC status after three hours. The echallan.parivahan.gov.in portal will generate a challan if the certificate remains expired. The digital solution will also track and categorise vehicles as compliant or non-compliant, providing real-time data on PUCC compliance rates and system usage. The selected firm will be responsible for installing cameras at petrol pumps lacking the necessary infrastructure.
Scalability and Pilot Phase
If funding becomes available, we could expand the project to 500 gasoline pumps. We will first pilot the digital solution at 100 locations to evaluate its effectiveness. The company will conduct a comprehensive survey of gasoline pump infrastructure before proposing a scalable and affordable technological solution. We will provide petrol pump attendants with training to ensure a smooth implementation of the new system.
Impact and Future Plans
Last year, data from the transport department revealed that a significant number of vehicles in Delhi, particularly two-wheelers, were operating without a valid PUCC. By enforcing PUCC validation at petrol pumps, the Delhi government aims to improve air quality and reduce vehicular pollution in the city. The digital solution will streamline the process of checking PUCC compliance and issuing penalties for violations, contributing to a cleaner and healthier environment for Delhi residents.
