TRAI asks telcos to use an AI-based system to combat spam

All telcos must use artificial intelligence and machine learning-based systems to detect, identify, and take action against senders of commercial communications who are not registered in line with legislation, according to a directive from the telecom regulator TRAI. All-access providers have been requested to follow the instructions and submit a 30-day update on the progress of the activities taken. In a statement on the topic of direction for deploying artificial intelligence and machine learning-based UCC (Unsolicited Commercial Communication) Detect system, TRAI defined unregistered telemarketers (UTMs) as entities that use ten-digit mobile numbers for sending commercial communications through messages or calls but do not register with access providers.

The number of complaints against Registered Telemarketers (RTMs) has decreased thanks to a number of TRAI-implemented procedures, but "UCC from Unregistered Telemarketers (UTMs) is still continuing." Pesky calls and SMS, according to the Telecom Regulatory Authority of India (TRAI), are significant cause of discomfort for the general population. Customers might be tricked into providing their sensitive information via fake websites and phone numbers in messages from unregistered telemarketers (UTMs), according to the Telecom Regulatory Authority of India (TRAI). This results in financial loss for the victims. TRAI has been pressuring Access Service Providers to adopt the "UCC_Detect System" with the necessary functionality within the context of TRAI's Telecom Commercial Communication Customer Preference Regulations, 2018 in order to detect, identify, and take action against any such unregistered telemarketers.

These detection technologies have been adopted by Access Service providers based on their applicability and viability. In contrast, "the UTMs are continuously evolving new techniques to send unsolicited communications, and the current UCC detect systems deployed by the Access Service providers are not fully capable to detect such UCC," according to TRAI. All-access providers are required by TRAI to deploy UCC_Detect systems based on artificial intelligence and machine learning that are constantly evolving to deal with new signatures, new patterns, and new techniques used by unregistered telemarketers in order to ensure uniformity of UCC Detect System implementations. Additionally, access providers have been instructed to communicate with one another through the DLT platform, which uses distributed ledger technology.
