The CoP-28 is an annual climate conference that focuses on the challenges posed by climate change and the responsibilities of governments in addressing them. In 2021, at the CoP in Glasgow, Mr. Modi announced five specific targets for India's climate action plan, including becoming carbon neutral by 2070, achieving at least 500 GW of energy installations from non-fossil sources by 2030, reducing carbon emissions by a billion metric tonnes, decreasing the carbon intensity of the economy by 45%, and meeting half of India's energy requirements from renewable sources by 2030.

A key aspect of the CoP-28 summit in Dubai will be the conclusion of the Global Stocktake, which assesses the actions taken by each country towards achieving the targets set at the CoP in Paris in 2015. The aim of these targets is to keep the global average temperature rise below 2 degrees Celsius by the end of the century.

Recent research reports suggest that the actions promised by countries so far will result in temperatures surpassing the 2 degrees Celsius mark. Climate change was a priority area for India's G20 Presidency, and the New Delhi Leaders Declaration in September committed countries to tripling installed renewable energy capacity sources by 2030.

During his visit to Dubai, Prime Minister Modi will also hold bilateral meetings with other world leaders attending the summit. However, specific details about these meetings have not been shared.
