According to the report by Reuters, Canada's Immigration Minister, Marc Miller, stated that the decline in study permits for Indian students in the fourth quarter of 2023 was influenced by India's request for Canadian diplomats handling the permits to leave.
New Delhi ordered the expulsion of 41 Canadian diplomats, leading Canada to withdraw two-thirds of its staff from India following Trudeau’s claim of a potential link between Indian agents and the murder of Khalistani terrorist Hardeep Singh Nijjar in Canada,
Marc Miller mentioned that the number of Indian students applying for study permits in Canada has significantly reduced due to the diplomatic dispute.
He expressed pessimism about a quick rebound, stating, "Our relationship with India has really halved our ability to process a lot of applications from India."
This diplomatic row severely impacted the processing of study permits for Indian students, resulting in a drastic drop from 108,940 to 14,910 permits issued in the last quarter of 2023.
Now, Indian students are exploring alternative countries for their studies. C. Gurusubramanian, counselor for the High Commission of India in Ottawa, noted concerns among Indian students about the "lack of residential and adequate teaching facilities" at some Canadian institutions.
International students, particularly Indians, are a crucial source of revenue for Canadian universities, contributing approximately C$22 billion ($16.4 billion) annually. The decline in study permits poses a significant blow to these institutions.
Amidst these challenges, Canada is also grappling with an ongoing housing shortage, prompting the government to consider measures to reduce the overall number of international students.
Miller emphasised the need to address the "sheer volume" of students entering the country, suggesting the possibility of introducing a cap in the first half of this year.
Miller said. “It’s just gotten out of control and needs to be reduced – I would say – significantly over a short period of time.”
Despite being a popular destination for international students, particularly due to the ease of obtaining work permits post-graduation, Canada anticipates a reduction in the number of Indian students seeking study permits in the near future.
