Dagestan is situated on the western shores of the Caspian Sea and is bordered by several other federal subjects of Russia, as well as Georgia and Azerbaijan. The population is very diverse, with numerous ethnic groups and languages spoken. Some of the major ethnic groups include Avars, Dargins, Kumyks, Lezgins, and Russians.

It is also one of the most underdeveloped regions in the country. As per Russian media reports, a fire in the nearby building caused the explosion.
