Executive Chairman of the CPA, Durga Nand Jha has said in a statement that the report has been developed on the approach of the state towards minority religions and the policy and practices of the state towards religious minorities inhabiting a nation. He added that the conferment of exclusive rights and safeguarding laws from the state should be conditional to the fulfilment of certain obligations on behalf of the religious minorities.

Being part of a nation, the religious minorities should safeguard the national interest and integrity of their respective nations. Individuals should consider themselves as a citizen of the nation first, and should have some responsibility towards the state. Acts of challenging the sovereignty of the state by religious minorities should be avoided at all times as it will inevitably propel the nation into conflict and chaos .

The Global Minority Report is classified into three sections: the first section addresses the conceptual issues of human rights, minority rights, religious freedom. The second section discusses the minority policies of various nations while the third section is the statistical segment of the report formed by the four different indices, State Discrimination index, State Religion Neutrality Index, Global Minority Index and State Inclusive Index.

The report also addresses the G20 nations in the end as well as recommendations for the United Nation (UN) and other countries based on the outcome of the study. Out of the various recommendations, the report also suggested that the UN makes it compulsory for every country to submit an annual minority rights compliance report regarding the declaration and preservation of minority rights.
