Manipur Government set to introduce "No Work, No Pay" policy for employees

The Manipur government will implement a "no work, no pay" policy for its employees who choose not to report to work without an allowed leave owing to a variety of factors related to the state's recent outbreak of ethnic violence, which began on May 3.

An official from the Manipur administration claimed that the General Administration Department (GAD) had instructed all administrative secretaries to provide information on the staff members who were unable to report to work because of the current circumstances in the state.

According to the decision made at the meeting the Chief Minister presided over on June 12 and stated in paragraph 5-(12) of the proceedings, all employees receiving pay from the General Administration Department of the Manipur Secretariat are informed that no work and no pay may be applied to any employees who miss their official duty without permission, according to a circular.

One lakh people work for the Manipur government, and many of them miss work frequently. According to officials, many of the more than 65,000 individuals who have been forced to flee Manipur and seek refuge in relief camps are members of the state government.

In Manipur, ethnic violence has resulted in over 400 injuries and over 120 fatalities, along with extensive property damage to homes and other buildings.Tribal residents, who have been unable to travel back to Imphal since the outbreak of unrest, have responded angrily to the announcement.

The Kuki Inpi Manipur (KIM), the representative organisation of the Kuki tribes, has severely objected to the state government's intention to implement the "No Work, No Pay" policy for its employees. Khaikhohauh Gangte, the general secretary of KIM, claimed that the Manipur government is endangering the lives of its workers, particularly those who have fled the Imphal valley. The KIM official claimed that there was no way to return to Imphal. It should be emphasised once more that returning to the state capital is a trap for the Kuki people, he continued.
